Windows Vista Comes with Telnet, Uninstalled

Imagine my surprise when I dropped down to the console to telnet to a remote computer and was told, ever so politely:
‘telnet’ is not recognized as an internal or external command, operable program or batch file.
Huh? Telnet has shipped with every version of Windows since the dawn of 3.1 or so - why stop now? [...]
